India’s Social Protection Reaches Over 1 Billion People by 2026, Up from 19% in 2015

According to the Minister for Labour and Employment, Mansukh Mandaviya, social protection coverage has surged from 19% in 2015 to an impressive 64.3% in 2025, encompassing nearly 940 million citizens. Upcoming BRICS Engagement

In conjunction with these developments, India is set to host the 2026 BRICS Labour and Employment Ministers’ Meeting (LEMM) in Hyderabad. Kicking off with the inauguration of the 15th BRICS Trade Union Forum (TUF) Summit, Mandaviya emphasized the creation of nearly 170 million employment opportunities in the past decade. This meeting serves as a platform for discussing critical employment issues, showcasing India’s proactive stance in regional and global labor discussions.

Job Creation Initiatives

Mandaviya highlighted initiatives like the Pradhan Mantri Viksit Bharat Rozgar Yojana, which aims to generate 35 million formal sector jobs within the next two years. This endeavor focuses on providing employment-linked incentives, thus propelling job creation and enhancing economic stability. Such programs are vital to align economic growth with broader societal benefits.

The theme of India’s BRICS Presidency, “Building for Resilience, Innovation, Cooperation and Sustainability,” embodies the nation’s dedication to creating an equitable future for workers. Significant labor reforms have been instituted to establish a simplified framework that strengthens the rights of workers. Key modifications include the introduction of universal minimum wages, issuance of appointment letters, improved occupational safety standards, and official recognition for gig and platform workers. These reforms aim to create a more inclusive work environment and empower diverse employment categories.

Digital Transformation in Labour Governance

India has taken significant strides in leveraging digital public infrastructure to enhance labor governance. The e-Shram portal, which has registered over 317 million unorganised workers, facilitates access to a multitude of welfare schemes. Additionally, the National Career Service Portal provides a comprehensive digital platform connecting job seekers, employers, and training providers, thereby streamlining employment processes.

Social Security Architecture

India’s social security structure is regarded as one of the most extensive globally. The Employees’ Provident Fund Organisation (EPFO), with its more than 80 million active members, and 8 million pensioners, stands as a testament to the nation’s commitment to social security. The Employees’ State Insurance Corporation (ESIC) ensures healthcare and social benefits for over 150 million insured individuals and their families. Continuous reforms within these organizations aim to expand coverage and enhance service delivery, making social security more accessible.

New Developments in Healthcare Access

Furthermore, Mandaviya inaugurated the new Outpatient Department (OPD) Block at the ESIC Hospital in Sanathnagar, Telangana, marking a significant enhancement in healthcare access for insured individuals. With an investment of Rs. 211.13 crores, this facility will serve over 12.3 lakh insured persons and beneficiaries in the region, underscoring the government’s commitment to improving health services alongside social security.
